For nearly 30 years, Christine Gunsaullus has been known as the "Tank Queen" in the water and wastewater industries. While her dual engineering degrees from Drexel University afforded her with technical expertise, it was hands-on experience with tank builders, painters, tank inspection firms, and operations staff that gave her deep understanding of storage tanks. By seeing thousands of tanks of all materials, styles, and purpose over their lifespans, she learned what design decisions and elements would give an owner the best bang for their buck, and what really matters for long-term tank care. Christine now runs The Tank Queen, LLC, where she helps clients build and maintain their tanks, in addition to offering marketing and communications support for industry colleagues. frequent speaker at regional and national conferences, she shares practical tank maintenance tips and strategies for preventing coating failures. Christine is the SE District Chair for PA-AWWA (PA American Water Works Association), and an active member of the Water Works Operators’ Association of Pennsylvania (WWOAP) and the PA Municipal Authorities Association (PMAA).

Matthew Walborn

Chair Elect

Matthew Walborn serves as the Executive Director of the Western Berks Water Authority (WBWA), where he leads the Authority's operations, regulatory compliance, capital improvement program, financial stewardship, and strategic planning. Since joining WBWA in 2004, he has been instrumental in advancing water treatment excellence, operational efficiency, and regional collaboration, culminating in his appointment as Executive Director in January 2026.

A graduate of Muhlenberg High School in Berks County, Pennsylvania, Matthew enlisted in the United States Marine Corps immediately following graduation. He served in the infantry as a machine gunner, attained the rank of Sergeant, and earned two Navy Achievement Medals for outstanding leadership as a machine gun squad leader during overseas deployments. He was honorably discharged in December 1998.

Matthew earned dual Bachelor of Arts degree in History with a minor in Political Science, graduating with honors from the University of North Carolina at Charlotte. He later earned a Master of Business Administration from Alvernia University, further strengthening his leadership and management expertise.

He joined the Western Berks Water Authority in May 2004 and earned his Pennsylvania Class A Water Treatment Operator License in August 2005. Over the next two decades, he advanced through progressively responsible leadership positions, serving as Lead Operator, Operations Manager, and Director of Operations, before being appointed Executive Director in January 2026. This progression reflects his deep technical knowledge, commitment to operational excellence, and dedication to public service.

During his tenure, the Western Berks Water Authority has earned statewide and national recognition for excellence in drinking water treatment and operations. Under his leadership, the Authority has received the Area-Wide Optimization Program (AWOP) Award every year from 2010 through 2025, the Partnership for Safe Water Director's Award in 2010, and the prestigious Partnership for Safe Water President's Award in 2013.

Matthew is widely respected as a leader within Pennsylvania's water industry. He is a Past President of the Water Works Operators Association of Pennsylvania (WWOAP) and Past Chair of the Southeast Section of the Pennsylvania American Water Works Association (PA-AWWA). His contributions to the profession have been recognized with WWOAP's Ivan M. Glace Award in 2020 for distinguished achievement and contributions to the water works profession, PA-AWWA Operator Meritorious Award in 2023 recognizing his special efforts in training of treatment plant operators. and the Harry J. Krum Award in 2024 for distinguished service to Pennsylvania's water industry.

He currently serves as Chair-Elect of the Pennsylvania Section of the American Water Works Association (PA-AWWA), Vice Chair of the Berks County Water and Sewer Association (BCWSA), Councilman for the Borough of Leesport, and Board Member of the Leesport Borough Water Authority. He also serves on the conference planning committees for PA-AWWA, WWOAP, and BCWSA, where he helps advance continuing education and professional development for water professionals throughout the Commonwealth.

As Executive Director, Matthew is focused on ensuring the Western Berks Water Authority remains financially strong, operationally resilient, and well-positioned to meet the evolving water needs of the communities it serves. He is committed to balancing responsible stewardship of public resources with strategic investments that will sustain the Authority for future generations.

Outside of his professional responsibilities, Matthew is a devoted husband and proud father of two daughters. Much of his free time is spent on pool decks throughout the Mid-Atlantic region, where he serves as a USA Swimming Certified Official and Swim Coach, mentoring young athletes and supporting the sport of competitive swimming.

Matthew is committed to ensuring the delivery of safe, reliable, and sustainable drinking water while fostering innovation, developing future industry leaders, and strengthening partnerships that enhance the quality of life in the communities served by the Western Berks Water Authority.
